BOARD OF EDUCATION REFUSES TO RELEASE CLOSED SESSION MINUTES – and violates closed session state laws
OCS has refused to comply with an FOIA request for closed session minutes. The laws are clear — and since the Board probably doesn’t know them — they are posted here:
North Carolina General Statutes § 143-318.11 Closed sessions
Elon has an extensive and user-friendly discussion of the laws here: Sunshine Center: NC Open Government Coalition
Seems this board ignores the general statutues, discussing issues during closed session that are not allowed by N.C. General Statutes.
One very recent example is their voting on changes to Board Policy in closed session and announcing it in open session.
After Mr. Parker answered an FOIA request for financial information (that the Finance Director said could not be produced — until a member of OCPEARL told her how to do it), we thought that maybe the Board had learned its lesson and would begin to follow law. Those of us who care about how this board squanders money still wonder why the board pays a lawyer to answer an FOIA request — and why they still don’t follow their own FOIA board policy)
Now we know that they intend to follow their longstanding, entrenched tradition of operating according to ego and whim — and laughing in the face of its constituents and N.C. law.
They should know that those who do demand transparency will have it – and not the kind that Piscitelli and Triebel claim to want/have — they don’t honestly think anyone is buying that, right?
The court precedents are clear –
Another lawsuit, OCS?

Can anyone in the district request to see the minutes of a closed school board session? If so how would someome go about do this? I live in Illinois and it seems we are having similar issues. Please advise.
